ACTING CHIEF EXECUTIVE

MR. MBONISENI DLAMINI

Appointed as Acting Chief Executive in December 2021.

He began his career in the water sector as a Trainee Scientist within Umgeni Water and developed to occupy various leadership roles in the Water Sector. He has been the General Manager of Operations from 2008 to 2010 and became the Chief Executive of Magalies Water in 2010 to 2015.

He is currently the Managing Director of Msinsi Holdings SOC Ltd, a subsidiary company of Umgeni Water. He has been able to turn around organisations where the bottom line and service excellence are non-negotiable.

Mboniseni has achieved the following qualifications, Master of Science in Microbiology (UCT), Masters of Business Administration, Diploma in Company Direction (The Graduate Institute of Management and Technology), and Strategic Turnaround Certificate (GIBS) among others. He is a member of the Institute of Directors (SA) and a member of the Water Institute of Southern Africa.

EXECUTIVE OPERATIONS

MR. SANDILE BONGA DUBE

Professional Engineering Technologist (ECSA), Professional Project Manager
(SACPCMP).

Appointed as Acting Chief Executive in October 2021.

Master of Science degree in Engineering (Wits), a Bachelor of Technology Degree: Civil Engineering (DUT), National Diploma: Civil Engineering (DUT), Ph.D. candidate (Wits).

Former Chief Engineer – MISA. Has over 20 years of experience within the Civil Engineering field. In his career, he has been directly involved in contract supervision, civil and structural designs, contract administration and management duties of rural and urban roads, railways, water & sanitation, structures, buildings, and electricity & mechanical in KwaZulu-Natal, Gauteng, Eastern Cape, Northern Cape, Mpumalanga, Free State, North West and Limpopo Province (SA).

CHIEF FINANCIAL OFFICER

THAMI MKHWANAZI

Chartered Accountant (SA) (SAICA); BCom Degree (UNIZUL); BCom Honours (UKZN); Chartered Accountant (SAICA); Certificate in VAT (UNISA); Executive Development Program (WITS).

Appointed on 1 February 2022.

The former Chief Financial Officer of the National Youth Development Agency (NYDA).

Thami has accumulated work experience of 21 years of which 12 years was in the private sector and 9 years in the public sector as chief finance officer. Of the 21 years, 15 years has been at the management level and 12 of those years at the senior management level.

The private sector experience spans across the automotive, retail and wholesale, import and export of medical equipment, and the logistics sectors. Two of the entities were part of the listed group of companies.

The public sector experience spans across a municipality, two municipal entities, and a section 3A state-owned entity.

CHIEF AUDIT EXECUTIVE

MS. NOSIPHO NONTOKOZO MAKHUBU

Certified Internal Auditor (CIA), Associate General Accountant (AGA), BCom Accounting, Post Graduate Diploma in Accounting Sciences & Post Graduate Diploma in Internal Auditing.

Appointed as Chief Audit Executive in February 2021.

Former Chief Financial Officer at Okhahlamba Local Municipality, Chief Audit Executive & Manager
Audit, Risk & Compliance UThukela District Municipality from 2013 to 2019.

Her experience also includes private sector audit & consulting roles with Lee Oosthuizen & Smith Inc. from 2008 to 2013. She has also served on a number of governance roles which include being a member of the Audit & Performance Audit Committee at Emadlangeni Municipality, Audit & Risk Committee at Gert Sibande TVET college, and as a Board Member for the KZN Department of health (Dannhauser CHC).

Appointed as Executive Scientific Services in December 2018.

Non-Executive Director of Msinsi Holdings SOC Ltd from January 2019. Trustee of the Umgeni Water Retirement Fund from April 2016. Manager: Strategy & Special Projects at Umgeni Water from 2008 to 2018. Manager: Water and Environmental Services from 1998 to 2008.

EXECUTIVE - INFRASTRUCTURE DEVELOPMENT

MR. SIBUSISO MJWARA

National Diploma (Civil Engineering); Professional Engineering Technologist (ECSA); Project Management Programme; Certificates in Municipal Finance Management and Labour Intensive Construction.

Appointed as Executive Infrastructure Development in November 2018.

Executive Member and KZN Branch Chairman of the Institute of Municipal Engineering of Southern Africa (IMESA). ECSA Moderator/Assessor/Interviewer. Senior Contracts Engineer at Royal Haskoning DHV from 2017 to 2018. Senior Manager: Construction at eThekwini Water & Sanitation from 2016 to 2017. Divisional Head: Water & Sanitation Infrastructure Planning & Development at UMDM from 2006 to 2016. Project Management Unit Manager, Municipal Infrastructure Grant at UMDM from 2004 to 2006.  Chief Civil/Structural Technician at Emzansi Consulting Engineers from 2002 to 2004. EXECUTIVE - CORPORATE SERVICES

DR. SIPHO JAMES MANANA

PhD in Development Management (North-West University); MBA (UKZN); BA Honours in Human Resource Development (University of Johannesburg) and BSc (University of Fort Hare).

Appointed as Executive Corporate Services in 01 June 2019.

Sipho’s career in the public sector started in 1983 in the education sector as a teacher and thereafter an education specialist/subject advisor for Physical Science and Mathematics in the then Department of Education and Training Natal Region in Pietermaritzburg from 1994 to Year 2000. He served in various provincial and national committees for teacher development and worked with private sector companies and non-governmental organisations in promoting the teaching of Mathematics and Physical Science in high schools. He also served as an examiner for Matric Physics from 1996 to 1999. 

In 2000, he moved to the Safety and Security Sector to become the Director (Brigadier) for curriculum and programme facilitation in the South African Police Service (SAPS) Training Division. In 2008, he joined the National School of Government (NSG) as a Chief Director for mobilising associate providers and partners. In 2017, he was appointed as the Deputy Director General for programme management and delivery until 2019 when he left as an acting Principal of the NSG. 

Sipho holds a Bachelor of Science in Mathematics and Physics (Fort Hare: 1990), Hons Bachelor of Arts in Human Resources Development (UJ: 1997), Master of Business Administration in International Business Management: UKZN: 2002), and a Doctor of Philosophy in Development and Management from the North-West University – Potchefstroom Campus (NWU: 2016).

COMPANY SECRETARY

MR. SBUSISO MADONSELA

Admitted Attorney of the High Court of South Africa.
LLM (UKZN); LLB (UZ); Postgraduate Diploma in Compliance (UJ).

Appointed as Company Secretary in January 2014.
Re-Appointed as Company Secretary in January 2022.

Prior to occupying this position, he was the head of Umgeni Water’s Legal Services Department. Prior to joining Umgeni Water, he was the Competition Commission’s Legal Counsel and has extensive experience in private legal practice.

Umgeni Water has a three-tiered management structure:

  • The Board of Umgeni Water is the official Accounting Authority as per the Public Finance Management Act (No.1 of 1999), as amended; (PFMA) and
  • The organisation’s Executive Committee (Exco)
  • Senior managers

The 13-member, non-Executive Board guides the Executive team on strategic policy issues, and the sub-committees of the Board meet regularly and provide guidance to Management. Sub-Committees report to the Board on their activities in line with the developed terms of references.

The Chief Executive assisted by the Executive Committee implements decisions of the Board and manages the organisation on a day-to-day basis. This Executive structure is supported by a number of Senior Managers who provide technical information and assist the Executive team. On areas of strategic importance to the organisation, Umgeni Water consults and shares and receives information through Staff Information Sessions, Site Visits, the Staff Advisory Council and through bilateral meetings with Nehawu, the recognised union at the organisation.

Normal management meetings with staff are ongoing. Regular consultation and information meetings are held with customers, the Department of Water and Sanitation and the Parliamentary Portfolio Committee on Water and Sanitation, as well as with the investor community, to inform them of organisational matters.
