REQUEST FOR QUALIFICATION for Operation And Maintenance Partnership to Manage a Recycling/Reuse Plant
Umgeni Water is a state owned business enterprise that operates within the South African legislative parameters. The primary function of Umgeni Water is to supply treated water in bulk to its municipal customers.
Umgeni Water has received unsolicited proposals to participate in partnerships/consortia to operate and manage a Direct Waste Water to Industrial and Potable Water Recycling plant. In terms of National Treasury Practice Note 11 of 2008/9, UW is obliged to test the market to see if there are any other entities who are interested in forming a partnership/consortium in this regard.
Competent and experienced private parties who would be prepared to partner with Umgeni Water are therefore invited to respond to the following request for qualification:

The request for qualification will firstly be evaluated on eligibility. If found to be eligible, it will be further evaluated in 1 stage i.e.
Functionality shall be assessed. A minimum functionality score of 70 points is required for the
request for qualification to be considered.
If more than one Bidder passes functionality, the Bidder with the highest score will be considered for partnership. Consideration for partnership will also be subject to verification of Umgeni Water’s viability in such a relationship – should Umgeni Water not be able to verify its viability or if such an arrangement be unfavourable to Umgeni Water, the next highest scoring Bidder will be considered.
